The Winter rebalances for the Maller, Moa, Vexor, and Rupture have finally been released on the forums. Dubbed 'Combat Cruisers' by CCP Fozzie, these ships are the heavier and slower counterparts to Attack Cruisers, trading speed for a better tank and capacitor.

Consistent with the other ship rebalances, long-standing fitting issues have been addressed and the usefulness of bonuses looked at. Specifically, the gun bonuses of the Maller and Moa are now a 5% bonus to turret damage per level.

According to CCP Fozzie, this round of cruiser changes are "less dramatic than the others." However, he still manages to work his usual magic giving us exciting new ships to look forward to. The Maller now resembles a miniature version of the cap-hungry Abaddon. The Moa will arguably be the best overall brawler among the entire T1 cruiser lineup. On the test server, heavy neutron blaster Vexors with dual-webs are reportedly strong performers, sporting 800 DPS, 20k EHP and 2km/s max velocity with great acceleration. Even the already solid Rupture now boasts four midslots and even more speed, giving an already effective armor and shield platform even greater versatility. 

Personally, when I first looked at the Combat Cruiser changes I was a bit underwhelmed, especially when I compared them to the Attack Cruisers. Like many people, I was disappointed the Moa didn't get a fifth midslot, but the truth is, an extra midslot would allow 'OP' tanking possibilities and the ship is still great without it. This set of changes is a lot better than many people realize and CCP has explicitly stated the differences between the Attack and Combat Cruisers are not meant to follow a clear cut line. So far the only ship that noticeably struggles is the the Maller, which is outshone by the Omen a bit too much and may not ever be more than just a bait ship without some further love.

With all of the T1 Cruiser rebalances complete, we're left with an extremely solid foundation of useful ships for solo and small gang PVP. Everyone should be looking forward to the amount of exciting PVP that is bound to happen as players create new fittings and learn all new ship matchups.
